Help with static address mappings

I had to reconfigure my gb from scratch and I am having a terrible time
creating the static address mappings. Here is what I have already done:

1. Created Aliases for each address that I wish to map through the gb as so:
<EXTERNAL INTERFACE>, <EXTERNAL ADDRESS>, 255.255.255.255.

2. Created a Static Address Map for each address as so: <US IP ADDRESS>,
<EXTERNAL ADDRES>, 255.255.255.255, <INTERNAL ADDRESS>

At this point the mapping does not work. Traffic is not passed through to
the internal address. So I went a stpe further and created an Inbound tunnel
for each service on the internal addresses. What I would like to know is why
does this work even when I remove the Static Address Mapping. What is the
point of the static address mapping when I still need to create a tunnel.

There must be an easier way....
